- Tenders are invited for Recruitment of a Security and Surveillance Company The contract is made up of two lots: Lot 1 - Guarding and surveillance service Province of North Kivu Lot 2 - Guarding and surveillance service Province of Kasai central These lots covered by the contract are detailed in the terms of reference attached. 5. Other information The service must be provided in the provinces of North Kivu and Kasai Central with the possibility of extending to all other provinces and cities of the DR Congo where Handicap International has activities a) Expertise sought from the service provider: • Have experience of 5 years as a company in the field of guarding and surveillance based in the DRCongo; • Have an experience of more than 5 years with INGOs, • Have a representation in Goma (with capacity in the territories of Masisi and Rutshuru if necessary) and Kananga; • Have agents meeting the criteria below: Knowledge of Fire Safety. First aid knowledge. Knowledge of Access Control strategy. Knowledge of Initiation to Health Safety and Environment (HSE). Knowledge of Radio Communication. Knowledge of Safety Instructions. Knowledge of Ethics and Deontology in terms of guarding b) Tasks: • Surveillance and protection of movable and immovable property; Protection of persons; • Control of access to the building and verification of identities (badge, reception of the public and its orientation, etc.); • Supervision of the movements of external people; • Management of vehicle access to the premises of the company (control of vehicle occupants, opening of the barrier or gate if authorised) and signaling inconvenient parking near the establishment; • Execution of surveillance rounds during which the security officer will report any anomaly noted, in particular with regard to the premises that have remained open (doors and windows) and the lights that have remained on; • Be able to alert the police in the event of a break-in and/or intrusion into the monitored site, etc…. • Be able to make available monitoring reports of the context of the area ofattachment of its personnel • Fire safety and protection against major risks (including, but not limited to, the following missions): • Helping victims illness and/or accidents; • Apply the instructions in the event of a fire or in the event of the outbreak of a major risk; • Evacuate personnel and the public in the event of a fire or in the event of a general evacuation; • Alert and accompany the breakdown services on the site in the event of a problem, in liaison with the person on duty (power failure, water leak, etc.); • Participate in various security drills (evacuation, etc.); • Etc. 6.
