- Expression of Interest are invited for Recruitment of a Fund Manager as Part of the Establishment of the off-Grid Electrification Support Fund (Mwinda Fund). The Government of the Democratic Republic of Congo has received funding from the International Development Association (IDA), and intends to use part of the amount of this donation to make authorized payments under the services contract. as a consultant (Firm) as a fund manager in the context of the establishment of the Off-Grid Electrification Support Fund (Mwinda Fund), hereinafter “the Fund”. The " Mwinda Fund " Is part of a broader commitment by the Congolese Government, via the National Agency for Electrification and Energy Services in Rural and Peri-urban Areas, ANSER, in favor of an inclusive approach to access to electricity. 'Electricity, in partnership with the private sector for the provision of access to energy, in particular the Congolese Association of Decentralized Renewable Energies, ACERD. The policy orientations adopted relate to off-grid technologies: individual autonomous solar systems, mini-grids, but also improved cooking stoves These technologies, complementary to the extension of the network, are based on technological innovations (solar panels and batteries, low consumption equipment, telecommunications network and remote payment systems, etc. Recognizing the inherent difficulties of consumers in accessing these technologies on a commercial basis in the DRC, particularly in the most rural and remote areas of the country, the Mwinda Fund will provide subsidies to targeted households to enable them to access commercial offers from accredited companies that support the government's electrification efforts. Consulting services (“Services”) include the following activities: 1. Review the strategic documents and prepare the operational documents necessary for the operation of the Mwinda Fund 2. Manage the Fund according to the guidelines defined 3. Support ANSER in identifying and mobilizing additional sources of funding that can supply the Fund to achieve its objectives 4. Ensure the transfer of skills to ANSER teams throughout the duration of the project The duration of the services is five (05) years. The Project Coordination and Management Unit of the Ministry of Water Resources and Electricity, the executing agency of the EASE Project, invites eligible consulting firms (“Consultants”) to express their interest in providing the services described above. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the Services. The criteria for establishing the shortlist are: 1. General experience: o Justify with three (3) references of missions carried out during the last ten (10) years his general experience in the management of funds or grants or investments in the energy sector in general and for amounts greater than 4.5 million US dollars. 2. Relevant experiences: o Justify, by attaching three (3) references, relevant missions carried out during the last ten (10) years, to support his experience in the management of funds or subsidies in the off-grid solar sector, each of which is 5 million at least US dollars o Justify, by attaching three (3) references of relevant missions attesting to the diversity of other types of investments (shares and loans) made during the last ten (10) years for amounts of at least 5 million US dollars; o Provide proof (certificates, minutes, reports or any other documents) of: § The diversity of the number of companies in which the company has invested or supervised the investments; § The effective management of the performance of the companies in which the company has invested or supervised the investments; § Experience with business models used in the off-grid sector for stand-alone systems, including PAYG; § Experience in energy investment for productive applications; § Knowledge of the diversity of energy access solutions (autonomous systems (off-grid) and applications for productive use); o Justify with two references made during the last ten years his experience of working with development partners and / or governments. 3. Knowledge of the region of Africa south of the Sahara: o Experience in setting up electrification funds; o Experience working in countries with poor access to electricity; o Experience working in fragile countries or fragmented markets. The consultant will highlight and group them according to the points of similarity above his relevant references by highlighting their periods of implementation and the respective amounts as well as the sources of funding. Only references will be taken into account for completely completed assignments dating back at least 10 years, and for which certificates of completion issued by the contracting authorities or the Customers will be attached in support. 4. Availability of key personnel Although it is up to the consultant to indicate the most effective and efficient way suitable for the administration of this fund, the required profiles are, at a minimum, the following: · Head of Mission - General Manager · Senior Expert - Chief Investment Officer The consultant can attach to his expression of interest as he sees fit: cover letter, documentation, prospectus, brochures, leaflets, sheets, certificates and other materials illustrating his references for similar services, experience in comparable missions, availability of staff. 'qualified supervision, etc. It is brought to the attention of the consultants that the provisions of paragraph 1.9 of the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers for IBRD Loans and IDA Credits and Grants” Edition January 2011, Revised version July 2014 (“Consultants Guidelines ”), Relating to the World Bank rules on conflict of interest are applicable. Consultants can join forces with other firms to strengthen their respective skills in the form of a solidarity group or a subcontractor agreement. A consultant will be selected according to the Quality and Cost Based Selection Method (QFS) as described in the aforementioned Consultant Guidelines. Interested consultants can obtain additional information at the address below, from 9:00 am to 3:00 pm.
