- Specific ways, the objectives of this mission are mainly: to propose procedures for managing human resources and payroll in an environment of budget management in program mode (procedures manual) as well as the deconcentration of the order: to propose Complements to the texts defining the legal, regulatory and institutional framework for integrated human resources and payroll management; strengthen the capacity of provincial tax administrations in terms of land tax recovery; Management of public finances in the four provinces covered by the PAREC project; strengthen the capacities of the SPF in terms of research in public finances.
