- Expression of Interest are invited for Development of a Development and Management Plan for the Okapi Wildlife Reserve Goals The primary objective of the consultancy is to lead and coordinate the development of a ten-year management plan for the RFO. The consultancy will adopt a participatory approach to ensure the involvement of key stakeholders, and the inclusion of existing conservation strategies as well as PPP outcomes. Main responsibilities The consultancy work will consist of: Planning and documentary research · Develop an overall plan, methodology and timeline for the development of the management plan, including identification of stakeholders to be consulted. · Establish relationships with key RFO and ICCN officials at national level (if necessary). · Gather information from the PPP agreement, previous draft management plan, existing five-year conservation strategy, work plan and business plan, as well as literature, laws and historical documents of the reserve. Stakeholder engagement · Form a core planning team comprised of key stakeholders in WCS, ICCN and WCG management. · Facilitate meetings of the central planning team in Epulu to obtain input and consultation on the content of the management plan. · Ensure regular communication and coordination with the RFO management team. Production of the management plan document · Ensure alignment between the RFO management plan and the various existing strategies of WCS, ICCN and WCG. · Develop the structure of the development and management plan (including, for example, sections on the foundations of the plan, management programs, general work plan of activities, plan monitoring framework and annexes). · Production of the management plan, including narrative text, visuals/tables and various cartographic products. · Final draft management plan in French for validation by the Site Coordination Committee and the Reserve Steering Committee. · After feedback and/or approval by the steering committee, production of the final management plan in French and English. Specific conditions · The consultant team must consist of a maximum of two consultants. · The consultants will have to travel to Epulu, in the RFO in the province of Ituri, with the support and logistics of WCS. · Consultants will have some flexibility to contribute their expertise and experience, but they will be required to follow directions from WCS staff, as well as all safety and security protocols. · Consultants must comply with the laws of the Democratic Republic of Congo, the WCS Code of Conduct, and health and safety protocols. Logistics and costs WCS RD Congo will cover the following costs and aspects: · A return economy class plane ticket to Kinshasa or Goma (in the case of an international contract). · Per diem and accommodation, in accordance with WCS RD Congo policy (accommodation will be provided in all locations; per diem is provided by WCS in urban locations; food will be provided in field sites); · All transport within the DRC; · A letter of invitation for the visa application (the consultant must request and pay the cost of the visa himself in his country of residence, WCS will reimburse the costs associated with this process). The consultant will be responsible for: · Bring your own laptop; · Obtain your visa for the Democratic Republic of Congo; · Health insurance, providing proof in advance; · Travel accident insurance, providing proof in advance; · Ensure that they have all necessary personal medications and all required and recommended vaccinations (for entry into DR Congo). Qualifications and skills required · Master's or doctorate in a field related to biodiversity conservation. · At least 10 years of experience in protected area management planning in Central Africa. · Experience in managing field operations in protected areas in Central Africa (desirable). · Excellent knowledge of conservation planning and monitoring methods and approaches (including Conservation Action Plan methodology). · Knowledge of DRC legislation relating to wild fauna and flora and conservation (desirable). · Ability to engage sensitively with different stakeholders. · Ability to adapt communication approaches according to audiences. · Ability to write high quality technical documents in French and English within tight deadlines. · Ability to produce cartographic products using ArcGIS or QGIS (desirable). · Ability to travel and work in remote tropical forest environments in developing countries. · Ability to work in a multicultural context and in a remote field site with basic amenities. · Fluency in French and English is required, Kiswahili and Lingala is desirable. Duration and planned dates of the mission(s) Up to twelve weeks (60 days), between November 2023 and April 2024.
