- Expression of Interest are invited for Debt Capital Markets in Democratic Republic of Congo (DRC) Legal and Regulatory Assessment. The objective of this project is to assess in-depth the directive for the issuance of debt securities provided by the Banque Centrale du Congo and to identify and clarify on critical legal and regulatory factors impacting both issuers and investors in the debt securities issuance process in DRC. The project will initially aim to understand and address the issues from a legal and regulatory perspectives to set up a debt issuance program in DRC and thereafter, set up a stakeholder engagement plan to align the regulations and market practices towards best practices for strengthening the DRCs capital markets. To achieve this objective, IFC, in collaboration with its counterpart in the market, is looking for the services of a legal counsel who will actively support IFC, its counterpart and other stakeholders in conducting a legal and regulatory (LR) assessment of the debt capital markets and engage with relevant stakeholders in DRC.
