- Tenders are invited for Consultancy - Risk Analysis by Project & Proposal of Mitigation Measures. Action Against Hunger (ACF) is an international organization working in the Democratic Republic of Congo since 1995. The organization implemented its first Protection against Sexual Exploitation and Abuse policy in 2018. However, since October 2021, a Safeguarding policy has been deployed on the DRC mission including the Protection against Sexual Exploitation and Abuse policy, the Child Safeguarding policy as well as the policy on modern slavery. ACF is in the process of deploying an action plan aimed at preventing cases of sexual exploitation and abuse that may be perpetrated by its employees and partners. This action plan is appended to this Terms of Reference. The objective of this project is to carry out an analysis of the risks of sexual exploitation and/abuse by collecting the risks identified (analysis) by the community and the beneficiaries of our projects by subsequently proposing mitigation measures by program and per post to ensure safe programming within our organization. ACF wishes, in addition to the preventive measures already in place, to strengthen them by consulting the beneficiaries and local communities in certain areas of intervention, including people at risk (adolescents, people with disabilities, homosexuals, LGBTI, etc.) as part of a risk and needs assessment and identify the relevant protection measures according to the projects and/or positions of Action Contre la Faim employees. Consultations must be secure.
